Italian career diplomat, retired. OSCE Secretary General, 2011-2017 (among other tasks, negotiated and deployed in 2014 the largest OSCE field operation to monitor developments in Ukraine); UN Under-Secretary-General, 2008-2011, Head of UN peacekeeping operation in Kosovo.
Other high-level functions: High Commissioner on National Minorities, the Hague, 2017-2020; Coordinator for EU foreign and defense policy in the Italian Ministry of Foreign Affairs, 2006-2008; Director, OSCE Conflict Prevention Center, 2002-2006; Chairperson of the negotiations on the adaptation of the Treaty on Conventional Armed Forces in Europe (1998-1999); Head of Disarmament, Arms Control and Cooperative Security at NATO (1991-1997).
Presently, High Level Expert, OSCE Parliamentary Assembly, also cooperating with various universities and research centers.
Author of several publications on international affairs, conflict prevention and crisis management issues.
He holds a Law degree, an advanced degree in international relations from SIOI (1977) and an honorary doctorate in International and Diplomatic Sciences (2016) from the University of Trieste, Italy.
